The Air Cargo Community Frankfurt reports on the progress of the "Common Pre-Check" and "Speedgate 2.0" projects. "Common Pre-Check" is intended to improve the traffic situation in CargoCity South (CCS) through central slot booking terminals. The conceptual design phase is expected to end at the end of Q1 2023. "Speedgate 2.0" is examining alternative operating models for the underutilized Speedgate and the Neutral Cargo Transfer Point (NFÜP). The community is invited to participate in the projects. The community is also coordinating negotiations with authorities to implement EU Regulation (EU) 2017/625 (OCR) for more efficient official controls.

Update on the projects “Common Pre-Check” & “Speedgate 2.0”

In our January freight mail, we announced that we would be relaunching the projects and would keep you regularly informed about the progress: The aim of the Project “Common Pre-Check” is the development and testing of a concept to relieve the traffic situation in CargoCity South (CCS). By centralizing the registration of people and vehicles delivering or picking up freight, entry into the CCS is to be made easier and more efficient. The future process is to be tested using a Minimum Viable Product (MVP): Slot booking terminals will be set up at gates 31/32. Drivers who drive to CargoCity South without a previously booked time slot can book a slot directly at the terminals. This is intended to reduce the traffic load in the restricted access area of the CCS and take a further step towards a coordinated traffic situation within CargoCity South. The MVP is currently in the conceptual design phase. In this phase, the questions that arise with regard to the planned implementation of the MVP are analyzed and answered. Completion of the conceptual design phase, including the development of the operator model, is planned for the end of Q1 2023.

Also the Project “Speedgate 2.0” will be pursued further. Given the situation that the capacities of the Speedgate and thus of the Neutral Cargo Transfer Point (NFÜP) are currently nowhere near being fully utilized, we at the Air Cargo Community Frankfurt are analyzing what alternatives to the current operating model could arise. In this context, we are discussing the perspectives of the current operator, the cost carrier and the users. The legal considerations are also an important aspect for us. Since the NFÜP is part of the airport's central infrastructure, operation by third parties must meet certain requirements. To this end, we will develop a concept for how a potential operating model, possibly also a form of test phase, could be designed. The current problems are currently being recorded. Manifest control – Air Cargo Community Frankfurt coordinates negotiations with authorities

With the adaptation and introduction of EU Regulation (EU) 2017/625 (Official Control Regulation = OCR), the official controls of certain goods that must be checked at a border control point upon import or transit have been adjusted. In order to enable the responsible authorities to carry out adequate controls, it is important to make relevant shipment data available efficiently. The obligation to provide information lies with the commercial companies. Technical support for the provision of data is being examined together with authorities and companies. We coordinate the discussions and mediate between freight companies and the responsible authorities.
